Обращение Парламента ЧРИ к Парламентариям СЕ

Уважаемый Председатель
Уважаемые Депутаты

Парламент Чеченской Республики Ичкерия в очередной раз обращается к Вам с призывом незамедлительного вмешательства в ситуацию в Чеченской Республике, которая не только не улучшается, а имеет тенденцию расширения на весь Северный Кавказ.

Все политические имитации, проведенные Россией в виде «референдума, выборов президента и парламента» с Вашего одобрения, не способствовали достижению мира в Чечне. Неоднократные мирные предложения Чеченской стороны не были Вами приняты во внимание. Только политические переговоры между Чеченской и Российской сторонами в присутствии международных наблюдателей, могут остановить эту 10 летнюю кровавую войну.

После составления рапорта по Чеченской Республике Рудольфа Биндика, председателя комиссии по правам человека Совета Европы, к убийствам, похищениям и насилию прибавились еще целенаправленное массовое отравление детей в разных районах республики.

Пассивность международных организаций, призванных защищать права человека и народов, ставит Чеченский народ на грань полного уничтожения. Ответственность за уничтожение Чеченского народа лежит не только на руководстве России – члена Совета Европы, а так же и на тех политиках и депутатах СЕ, которые позволяют России грубо нарушать устав и принципы СЕ, что подрывает Ваш авторитет на международном уровне.

За неполных два месяца, после проведения не законных «выборов парламента в Чечне» с 28 го ноября 2005 года по 20 ноября 2006 года между Российскими оккупационными войсками и Чеченскими вооруженными силами произошли 64 боевых столкновения в ходе которых имеются жертвы с обеих сторон. 

Продолжаются внесудебные казни, пытки, зачистки в ходе которых совершаются похищения мирных граждан.  Информационная справка прилагается.

На основании изложенного Парламент ЧРИ просит Вас призвать к ответственности Россию за военные преступления в Чечне в соответствии с уставом и принципами СЕ и приложить все усилия к мирному разрешению русско-чеченской войны.

The Parliament of the Chechen Republic Ichkeria once again addresses to you with an appeal of immediate intervention into the situation in the Chechen Republic which not only has not improved, but tends expansions to all Northern Caucasus.

All the political imitations conducted by Russia in the form of “referendum, presidential elections and parliament” with your silent approval, have not promoted achievement of peace in the Chechen Republic. Numerous peace proposals of the Chechen party have not been taken by you into consideration. Only political negotiations between the Chechen and Russian parties with presence of the international observers can stop the 10 years bloody war.           
After drawing up of the official report on Chechen Republic by Rudolf Bindig, chairman of the Commission of Human Rights of the Council of Europe, purposeful mass poisoning of children in different areas of the Republic have increased to the previous murders, abductions and violence.

Passivity of the international organizations, called to protect human rights and peoples, puts Chechen people into a situation of utter annihilation. The responsibility for killing of Chechen people is not only on the leadership of Russia – a member of the Council of Europe, but also on those politicians and deputies of the СЕ who allow Russia to break roughly the charter and principles of the СЕ that destroys credibility of your organization on the international level.

For incomplete two months, after carrying out unlawful “elections of parliament in the Chechen Republic” from November 28, 2005 to November 20, 2006 between the Russian occupational armed forces and the Chechen armed forces there were 64 fighting collisions during of which there were victims from both sides. Extrajudicial executions, tortures and “cleansing operations”, during of which abductions of peace citizens were made, are still going on.

On the basis of the stated the Parliament of Chechen Republic Ichkeria asks you to call Russia for the responsibility for the war crimes in the Chechen Republic according to the charter and principles of the СЕ and to use the best efforts to come to peace resolution of the Russian -Chechen war.
